The LSP brings together the public, private, voluntary and community sectors in Waltham Forest for the purpose of working together in order to improve the quality of life for the people of the Borough through the provision of better services. The improvements sought include better educational achievement, more skills, more and better employment, less crime, better health, business growth, an improved local economy and a better environment. The agencies responsible for those services are on the LSP. One particular goal is that people should not be disadvantaged by where they live and so there is a special emphasis on narrowing the gap between the most deprived neighbourhoods and the rest. This is being managed via the Better Neighbourhoods Initiative. The partnership has overseen the development of the Community Strategy for the Borough and also the allocation, monitoring and management of the Borough’s allocation of Neighbourhood Renewal Funding (NRF). The Government is committed to narrowing the gap between the poorest neighbourhoods and the rest of the country. This means that Councils are expected to focus more of their main budgets on deprived areas to tackle areas of multiple deprivation in their constituency. Waltham Forest’s Local Strategic Partnership has used the flexibility provided by the Local Area Agreement (LAA) to bring together its Neighbourhood Renewal Fund (NRF) with other funding streams for 2006/7 and 2007/8. NRF allocation this year is £2,042,792 and the spending plan is a continuation of last year's, with programmes focusing on the 5 priority Neighbourhoods of the borough, addressing health, worklessness and education attainment issues. Support for Waltham Forest’s preparations for the 2012 Olympics and its legacy is included in this year's spending plan. The Better Neighbourhoods approach is designed to directly address local concerns and to improve performance against key LAA targets.
